I'll try to answer your question anyway.
All packages shipped with the »big two« distributions, TeX Live and MiKTeX, can be found on CTAN. If a package has a documentation/manual you can find it there. moderncv for example: http://www.ctan.org/pkg/moderncv.
If you have one of the two distributions the documentation of many packages is probably installed on your system. Try the following from the command line:
