At https://www.lyx.org/Download I followed instruction 2.1 and went to https://wiki.lyx.org/Windows/TeXLive before installing LyX. I then chose to install TeXLive "over the internet' (per https://www.tug.org/texlive/acquire-netinstall.html). So I executed install-tl-windows.exe to download then executed the downloaded file (simple version) - now left WAITING at window containing ''Starting the main installer:" in its second last line. Am I hung up or am I done?
Also there was an implied separate step to install LyX.

Can't determine how to install LyX on Windows after installing TeXLive
To sum up my situation, I want to install LyX but don't know how to do so. Can someone help me out?

Hey! It sounds like the TeX Live installer is just hanging—it can sometimes take a while depending on your internet speed, but if it's stuck for too long, try restarting the installer. And yes, after TeX Live, you still need to install LyX separately from the LyX site. They work together, but the installs are independent.
