The interface is cleaner, that's all. But that is my opinion of course.

LaTeX has gone through different stages. There is TeX, LaTeX uses its primitives. The LaTeX kernel has some primitives as well. Extensions to make coding more clear were added over time. Still in development is LaTeX3, but it is fairly stable and ready to use now. Quite a few packages use it.

Important thing to be aware of: It doesn't really matter what you choose, the user experience will be the same.
