LyX ⇒ How to typeset FIXME and TODO notes?

I want FIXME and TODO notes typeset like this:

[FIXME: ...]

[TODO: ...]

What is the best way to implement it in LyX?

I would be grateful if you provide a complete LyX module. I haven't yet understood how to create new LyX modules, thus your help is appreciated.
