How make, that first digit in section is 1?

Because numeration starts with 0: 0.1, 0.2
Is it possible to remove first digit and point?
0.1 => 1
0.2 => 2 ??

Use article as document class.

0.1 => 1
The 0 is the chapter number. If you don't need chapters I recommend to use article, not book or report. I remember your question "How to form chapters in articles?", I guess you did not mean chapters like those in books but sections instead, so you could use the article class.
