Why does TeXnicCenter have subforums (feature suggestions, announcements, etc..) while LyX does not ??
It would be very very useful to have this feature for the LyX forum too since there's more than 1000 posts in that forum.

That's quite easy to answer. The founder and administrator of this forum is one of the TeXnicCenter (TXC) developers (the creator respectively). So this forum is some kind of second home for TXC and can be used as interface between developers and users. For LyX there might be an own developers forum accessible via its homepage. So you better look there if you have any feature suggestions. The same is true for all the other editors. So I see no chance that the LyX forum gets a similar division.
