A journal requires submitted papers to have a certain text height/width for the first page, and a different text height/width for all subsequent pages. How is it possible to set this up?

From a class file provided by the persons responsible for a journal I would believe that it fulfills their demands. This class obviously does not. So I suggest to ask the maintainers for advice. If they consider the class appropriate without any changes, just use it. If not, ask them what to do. Feel free to report new insights here.
