I am preparing a book for publication, and I having trouble splitting long footnotes, with the result that pages are sometimes not filled (some of my long footnotes do split, but others do not, for reasons I cannot determine). I have tried the following:
1) I have tried different numbers for \interfootnotelinepenalty, from 0, 1, and others, but this seems to have no effect.
2) I have looked through all of the packages relating to footnotes on CTAN, and have tried most the various packages, including manyfoot, footmisc, etc. (Unfortunately, bigfoot results in numerous errors). In particular, I have tried \SplitNote without much success.
I would hope to find an easy, automated solution (as opposed to using \enlargethispage to try to shorten or lengthen neighboring pages).
I should note that am using many LaTeX packages, which of course complicates the matter.
I would appreciate any suggestions on this.
