Drawing Venn Diagrams
Looking at Wikipedia and the link given by Kris, i would suggest PSTricks. In its documentation the command \pscustom is described (Chapter IV - Custom Graphics, Page 32ff).

Drawing Venn Diagrams
How about importing from a pre-drawn venn diagram template as a image format (jpeg/png/svg). You can even embed as a iframe to a website regardless of the CMS.

TikZ is a good option. Examples:
