General ⇒ Configure fontsize of \section, \subsection ....

Hi friends,
can anyone tell me how i can configure the fontsize of \section, \subsection, \paragraph, \subparagraph.
Is there a chance to do it global in the header file?

I`m using this kind of documentclass.
\documentclass[11pt,fleqn,german,a4paper]{report}
