MikTeX Package Installer causes problems under Vista

Hello!

I now have got a new Vista 64bit. But somehow, MiKTeX has got some problems with it. If I want to install a new package automatically (the first one: beamer), MiKTeX always asks me whether I want to install it on the fly. Somehow, I have to compile the script once for every package (in this case, four, five or more times). Now I needed the schwa symbol (the upended 'e' --- no, I am not a linguist, but somehow I needed it) and I read that I had to install the 'tipa' package to enter it via \schwa. Now (run with administrator privileges) the window popped up and I allowed to run the application, but after some seconds, LaTeX showed me a three-errors output message and the package was not installed. The same after repeating it several times. Either my English is too bad or the Google results are not what I want. But I have only found some issues concerning MiKTeX 1.5 (mine is 1.7) with the UAC (don't know, what the UAC is), but however, according to Christian Schenk, the problem would be solved in version 1.6.

Is there someone in the community who had had this problem, too, and knows a solution for it?

This is, by the way, also a reason why I do not have installed LyX yet (I normally use it for some special things as it is also a good knowledge base when looking into the generated code).

EDIT: I have now found out, that this tipa-specific problem is caused by the server which doesn't work fine.
