What is the starting point to translate texniccenter? i can't find a guide o any information... i would like to translate it in italian!

Translating Texniccenter
Russian interface don't work
Hi!
I have translated TexnicCenter (2 Alpha 2) into Russian, i.e. TxcResEnglish.dll -> TxcResRussian.dll.
But the program TexnicCenter does not see new file
TxcResRussian.dll
i.e. there is only an English and the German interface. Why it?
