Not feeling the love from natbib

I have attempted to post a minimal example for the perusal - please forgive if it's not done correctly - I'm new at this, feel free to skold as needed.

The issue at hand is sort&compress is not compressing. I'm using hyperref but that doesn't seem to cause the problem. I have posted two files - including the class file - if you can help. I'm afraid I'm totally lost on why it doesn't sort&compress.

Thanks for any help and please let me know if I can make it easier on anyone by adding more files or something.

The solution is to use \citep{} and not \citet{}.
