Page Layout ⇒ Single Title page: picture environment OR KOMA-Layer and pagestyle

I´m trying to set up three title pages.
I startet with the first page by using a koma-script Layer as seen here and got the suggestion to use picture-environment instead of koma-script Layer and pagestyle for use at only one single page:

I found the following documentation about picture environment - is there some important Link missing?:

what are the PROs and CONTRAs of the two possibilities?
can I define item position by using pagewidth, picturewidth and defining leghts by using +,-,/,*?
can I define page margins differing from the rest of the document?
are both ways good to positioning the text elements exactly?
