How to make the quotations in your bibliography respect the quotation style the user has selected from Document>Settings>Language?
For example, let's say the bibliography style puts article names in quotes (e.g. IEEEtran), the quotes don't come out as specified in Settings. I'm currently using older LyX Versions 2.2.3 and 2.1.4 and they both have the problem. Is there a workaround?
I should add that I unfortunately have to use bibtex because of a custom style file I have.

If you are using a custom bst-file, this file is responsible for the quote style. So if it does not provide a configuration macro for this, you would have to edit the bst-file to change it.

Yes, I did look into the bst file but can't make much sense of the syntax, also looked at some documentation but it's probably faster to modify the bibliography by hand than studying that material. Unfortunately custom-bib doesn't have that setting. Alas there is probably plenty of advice on how to do with biblatex.

Indeed, usage of biblatex and biber is the recommended way to generate custom bibliographies. It is highly configurable without bst-hacking. And there are a lot of third party styles, e.g., biblatex-ieee.
