How to create custom .bbl file from .bib file in Latex?
I need to prepare references as per style available in the image(ref.jpg). But this style not matched with any of the bibliographystyle up to my knowledge. So guide me to get the reference style ouput as per in image for my sample ref.bib file. Also I need to generate .bbl file. Thanks in advance.

How to create custom .bbl file from .bib file in Latex?
If the enumerated headings are only for illustration in the example and should not be part of the bibliography it seems to be a authoryear-style. Have a look either to the standard authoryear style of biblatex or if you need more configuration the extended of biblatex-ext. If these headings should also be added (I don't think so): biblatex does also support to split the bibliography. See the manual for more information. If you have a specific problem with using biblatex, please as a specific question including a
minimal working example.
