Margin slop with tables and figures

I am having trouble with some slop in the top margin for several pages that contain tables and figures with the report class. Several pages (that do and do not have figures/tables in the chapter) have an incorrect spacing between the page number and first line of text. For chapters that contain no figures/tables, such as the conclusion, there is no slop in the the top margin and the first line of text.

Any suggestions or tips would be greatly appreciated.
