LyX ⇒ LyX 2.2.1 VCRUNTIME140.dll can not be utilized under Windows

I update my LyX 2.2.0 to 2.2.1 version on my pc under windows 10, 32 bit.
Latex distribution is MikTeX 2.9.
When I try to run LyX 2.2.1 an error occur:

C:\Program Files\LyX2.2\bin\VCRUNTIME140.dll can not be utilized under Windows or it contains an error. Error code: 0xc000035a.

How to solve this problem?

This has been reported by a few Windows users. The solution that worked for at least two users is to install the following:

Hopefully the situation will be fixed soon within LyX's Windows installer itself. We only have one developer who uses Windows though (most use Linux) so it will depend on when he finds the time.

The C++ downloads from Windows did not fix it on my Windows 7 laptop.

My fix was to uninstall Lyx 2.2.1, and then download the executable file for Lyx 2.2.0 which can be found under "previous versions" with the "binary" choice.
