FNDB update for new sty file - need reboot?

Running MiKTeX 2.9.4196 on win 2008R2

I am finding that when I run FNDB refresh (after updating a style file) that quite often the refresh happens really quickly (5 seconds) and actually does not complete properly since the new file is not used. Other times it will run for more like 60 seconds and the new file will be functional.

Only workaround I have is to reboot the server. Then refreshing FNDB will work fine. Is this the only way? Or are there some services/daemons I can restart without bouncing the entire server just to refresh 1 sty.
