I need to graphically header, footer and fotnoot. how i can do this? you can see my goal in picture. header, footer and fotnoote line change to image

i guess you forgot your picture. In general, you can use package scrlayer-scrpage to customize your headers and footers. You can also put graphics in their.
But to be honest, i have no idea what you want to do with the footnotes.

Which documentclass are you using? This is improtant for the footnote lines.

Concerning the head and foot separation lines, please have a look at Using ornaments from pgfornament in KOMA Script as headsepline.

i use book document-class, also i use xepersian package, so some pakage is not work in my document

This is a bit over my head i fear. You could ask the author of the package for help. Another possibility would be to ask over at TeX.SX for help. But please include a fully compilable example in any case. That is the only way a helper can start right away.
