Document Classes ⇒ how to prepare cls file?

Hi,
Our institute has rules to write thesis, but there is no cls file. You know, the best way to write a paper in mathematics is using latex. So, I need to prepare a cls file before writing my Ph.D. thesis. Do you know, is there any document explanining how to prepare cls file?, or is there any program to create a cls file?

There are many document classes which can fulfill most demands. So you should try first one of those [1]. Otherwise take a look at the clsguide.
