How may I please tell LaTeX that I would not like to have extra space on the bottom of a page when the next line is a section (or subsection) title?
My goal is to conserve the number of pages...

I'm not certain what you mean. If you mean that TeX is starting a new page instead of printing a lone section heading with no text below it at the bottom, then you'll need to redefine the penalty. You can also redefine the club and widow penalties to zero if you don't mind there being widow and clubbed (orphan) lines:
I don't know what the penalty is for breaking before a section heading, but the above might already have taken care of it.
