MikTeX 2.8 package manager searches for the expl3 package and finds an archive of unknown size, then gives up with a size 0 download.

It seems that one cannot use Arial as Electronics Letters requires, in LyX 2.0 unless one sets it to use XeTeX (or LuaTeX), and every one-line test document then needs expl3.sty.

So, what has happened to expl3? And how to obtain it?

The LateX3 related packages have been rearranged recently [1]. You have to make the MiKTeX Package Manager (MPM) aware of these modifications. In the referred topic you will find instructions how to that.
