BibTeX, biblatex and biber ⇒ Separate Bibliography and Reference List

I am writing university and it is a requirement that we have separate bibliography and reference list. Is there a way to do this with latex? preferably using bibtex with an external .bib.

The multibib package is probably what you are looking for.
