The former name writeLaTeX of Overleaf describes, what they do: they are an Editor for LaTeX, but online. So a user doesn't need to install LaTeX on the own PC or Laptop, but can work in the browser. Overleaf runs the normal LaTeX (TeX Live) in the background, the same LaTeX as I run on my PC.
Of cause they have a sophisticated cloud service to be able to run LaTeX for many users. And over time, they developed more comfort, usability and features.
A disadvantage may be that an Overleaf user needs an Internet connection to be able to work, her or his documents are online (a security question), and it's usually slower than on your own laptop or PC (my experience). Furthermore, you depend on the version of LaTeX they installed and they maintain.
