Document Classes ⇒ Creating a style / document class

I am about to start packaging a new style or document class.

I have The LaTeX Companion — Second Edition, Guide to LaTeX — Fourth Edition, and the CTAN website's submission guidelines. Are these still up-to-date regarding best practices for creating a style / document class?

Are there any newer packages I should know about which will make things easier?

Is the docstrip method still recommended?

All the stuff for LaTeX2e is still valid and in common use.

More and more packages make use of the LaTeX3 kernel, which is supposed to give a more structured interface to programming the features.
The user interface stays as usual.
