Document Classes ⇒ Issues with documentclass 'apa_HRI' and apacite package

I have a latex manuscript file whose document class is apa_HRI (\documentclass[lettersize, apacite, twoside, HRI]{apa_HRI}). I got this from a manuscript submission website. My file has no issues when I run it on my system but when i tried to import this to writelatex and added the class files (apa_HRI.cls, apacite.bst, apacite.sty), its giving me an error.. The error is :

Am i missing something here ? Apparently, the file english.apc is the problem but I dont know why. Any help is appreciated.
