"<hebrew file path> is no a readable LyX document"

hello

when i try to open a LyX file that is located in a folder with a Hebrew name i get the error massage:

if i move it to a folder with an English name, then it works fine. no problems with Hebrew in the document itself.

I'm using LyX 2.0.6
on a windows 8.1 (in English)

i also have a machine with win7 and lyx 2.0.5 which doesn't present that problem. (using the same files via dropbox)

I don't see this on Ubuntu with 2.1.0 beta 1. I'm not sure if this is a 2.0.5 vs. 2.0.6 issue or a Windows issue.
