Text Formatting ⇒ Chapter Headings

Hi I am new to latex. I am writing my thesis. I want to change chapter headings in upper case with Chapter 1 as CHAPTER NO 1 with center alignment all the chapter headings should have font size of 16 and three spaces above and below each while subheading in 14 with three spaces above and two below. I am using document class {report}.
