How do I let the first page of each chapter be assigned odd page number?

With this poor information it is nearly impossible to give help. You should give at least useful information about the used document class. That means not only the actual document class but also the complete option list hence the first line of your source code.

Assuming you are using the report class, add the openright option to \documentclass.
