Which TeX are you using? TeX Live, MiKTeX, or something different?

With TeX Live it's the "TeX Live Manager", in MiKTeX it's the "MiKTeX Package Manager". Both are available via the Windows start menu.

You could also start them at the command prompt, by typing

tlmgr -gui

or

mpm

for TeX Live or MiKTeX, respectively.
