Texniccenter and Dragon NaturallySpeaking

I realize this may not be the right place to ask, but I figured someone here might know what's going on. I have asked Nuance for help (spent an hour on the phone with a tech support person), but the had never even heard of my problem.

I have installed Dragon NaturallySpeaking and TexnicCenter on a laptop running Windows 7 x64. This laptop has a norwegian physical layout, and English (US) and Norwegian keyboard layouts installed in windows. Default is Norwegian. If I use NaturallySpeaing to input a dollar sign, it prints a '4' in any application. If I switch the default layout to English (US) and restart NaturallySpeaking, it works correctly (ie, saying "Dollar sign" into the mic results in a '$' printed on screen) in Windows bundled applications, and msoffice, but not in TexnicCenter (still prints '4') and a few other programs I tested.

Switching the locale has no effect.
