Hi,
I need to create a 2 page summary in both Chinese and English. The way I do it is I have one column English at the left, and Chinese at the right, on both pages. My problem is they need to "share" a wrapfig which should be centered, so half of it is on the English side, and the other half is on the Chinese side.

You could use the wrapfig package. This document (Using wrapfig to span multiple columns) could be particularly useful.
