I need a sans font with for use with \textsc and bullets. The end result is to use pdflatex to create a PDF. Many of the fonts availible with Texlive, seem to not have small caps support....or they use Type 3 fonts for the bullets.
Any help or suggestions?

I'm not sure what you really mean. You could take a look at the kpfonts. The package provides the characters you need and has (nearly) full Type1 font support. Moreover it has good looking styles for all families, series and shapes. It has become the standard font package in my documents.
