Is it possible to program the footnotes to say that it is ok if the footnote spans multiple pages (ideally 2) rather than just be very lengthy on one page?
That is, right now I have very one long footnote. It makes the page look like a big footnote rather than a page of text. Is it possible to spread out that footnote?

You can modify the counter \interfootnotelinepenalty (default value 100).
This line goes into the preamble.
