You might try http://www.tug.org/consultants.html. It would be helpful to say a bit more about the job. Simply setting up to typeset a book is not necessarily that difficult, whereas doing the design for layout could be. Some kind of timeframe would also be helpful: are we talking 'now' , 'soon', in the next six months, ...?
