Separating a page into multiple divisions

Salutations all,

I was wondering if there was a way to separate a page into different divisions, much like CSS if anyone is familiar with web design.

I figure that I can do this with one large table and take the borders off, but I was hoping there was a more elegant way to achieve what I want. In particular, I'm working on a test that has an instructions header which will span the margin left to right, then 2 columns underneath with two rows each to give like a 4 box effect for 4 questions. The problem is that these boxes may not always be the same size/square, hence the divisions thought.
