General ⇒ Why we cannot update the DVI file?

I use MiKTeX + TeXnicCenter
I build and view current file, I found that the DVI cannot be update. That is, I change the content in Tex file but it does not reflect in the output. Why?

A common TeXnicCenter issue with MiKTeX 2.8 or higher. Occurs with TXC1RC1. TXC2alpha3 should fix that.
