Page Layout ⇒ Problem with vspace and longtable

Hello

I am running into a problem when I use \vspace in \longtable. It does not insert space on the first item on a list.

For example

(with appropriate code before and after)

produces no error messages or warnings or indications of trouble, but there is no vertical space after the first entry. The same thing happens with \vspace without the asterisk, and in other examples.

Any help appreciated.
