I already told you that tables are floating objects. They will float if there is not enough space left on a page. There is no bug. This behaviour is intended thus quite normal.

I already told you about floats and their behaviour. If you are interested in alternatives, refer to the TeX FAQ as mentioned in one of my earlier posts. I also referred you to a package that solves the issue with your table notes. I don't see where I can advice more.
I strongly recommend to do some basic reading [1]. Especially for French users there is a document called »Apprends LaTeX!«. Documents like lshort and l2tabu are also available in French. Such introductions in your mother tongue should make things easier for you.
