Turned off Hyphenation breaks Justification

Fully Justified doesn't work (enough) when hyphens are turned-off:
I was getting way too many hyphens, so I put \hyphenpenalty=10000 in the preamble (using less that 10000 does nothing). Now my Fully Justified right margins are getting bulldozed whenever there is a long word at the end of a line; rather than moving the long word to the next line, and fixing the justification.

Is this fixable, or am I forced to accept tons of hyphens, in order to keep full justification?
