Is it possible to embed SVG graphics with TeXCenter?

No. It requires a conversion [1]. The best for use with pdflatex is to convert to PDF to keep the vectorial character. For use with latex you can convert it to EPS. But you can try your luck with Inkscape and its combined PDF—LaTeX export.
