Please submit this idea. Writing the sectioning titles in capitals by hand would mean that also their ToC entry would appear in capitals. But that should be avoided without using the optional short form for headings. I'm interested in his opinion concerning this point. Many thanks for your effort.
Javier Bezos, the author of titlesec has kindly provided an answer to the two questions I asked him. Since we wrote our messages in our native language (Spanish), I will post here the translations:
1) Regarding the raggedright/sffamily issue: it's not a bug; the "easy setup" adjustments described in section 2.1 of the package documentation will only affect titles that won't be redefined in some other way; perhaps this remark should be included in the documentation.
2) Regarding the "real" uppercase feature suggested by localghost: the author gives his thanks for the suggestion; he will study the possibility of implementing this useful option, if no back compatibility issues arise.
