I'd be very wary of using that resource.
For one, the website doesn't actually have a link for you to buy the resource; it just wants you to email the author. Be careful about emailing someone you don't know. That's a great way to get on SPAM lists.
For two, why would anyone pay for LaTeX learning they know next to nothing about, when there are plenty of free resources for learning LaTeX, and this community for help, which is surely collectively more knowledgeable than "Dr. Partha"?
I'd also bet that the CD ROM mainly consists of stuff you can get free on CTAN.
