General ⇒ can not install Texnic Center

I am on a network and logged in as an administrator. I am using the ProTeXt distribution to install MiKTeX, TeXnic Center, Ghostscript and GSview. I am able to install MiKTeX successfully but get the following error message when I try to install TeXnic Center:

Setup was unable to creat the directory "C:\Program Files\TeXnicCenter"

Error 5: Access is denied

I had the IT people here try to install it through their Administrator account and they encountered the same problem. Any ideas?
