I need to create a diagram similar to http://bigi.org.uk/wp-content/uploads/2 ... rus_31.jpg in Latex. How can I do this?

Look at the Tikz package. I am not sure about the arrows on the lines, but everything else can be accomplished easily with the Tikz package. Its a great package to draw figures in latex.
