Since the line is moved up behind the percent % sign, it's commented out and disabled, so the \shave command is incomplete. Make a line break after %1 and save the file, or download it from https://ctan.org/tex-archive/macros/amstex.

Btw. amstex.tex is obsolete and should not be used anymore. From CTAN:

AMS-TeX is no longer supported by the AMS, nor is it used by the AMS publishing program. The AMS does not recommend creating any new documents using AMS-TeX

It's recommended to use amsmath instead.
