Do by any chance have a copy of what the pdftexcmds.sty should look like as there seems to be an error from that file ?

There are .dtx and .ins file though to create the .sty file. On the other hand, google "pdftexcmds.sty" and you see sample files, different age though. Just if you cannot translate the .dtx file.

However, quick ideas:

• some LaTeX/Oberdiek files broke during updating. I may see it in the .log file.
• sometimes someone downloads a package not as source, but as the html page in the browser.
