Arrow within table, TikZ package

I've been researching tables and images, but being pretty new at this I don't see if, or how, you can insert an arrow that crosses over existing text. Or cells in this case. If I were successful in making a table like below, could I then draw the blue arrow in the exact position shown? Thanks.

You can use tikzmark.
