After restarting TexLive, however, there is still no spell checker visible. Other searches have not been helpful. Would appreciate any help -- perhaps the age of the answer is the problem, as TexLive may have changed in the two years since?

So please be more precisely and informative. What have you done exactly? Which editor (in which version) are you using? Which OS are you using? What have you restarted? And what do you mean with „there is still no spell checker visible”? What is „there”? In TeXworks you can set the language for the build in spell checker either in the Editor tab of the TeXworks Preferences (Edit → Preferences) or via Edit → Spelling.
BTW: If you have a question to an answer on TeX.SX it could be useful to either add a comment or a following up question there.

Using TeXworks ver. 0.6.3 to edit. From this answer https://tex.stackexchange.com/questions ... on-windows, followed these steps:
- Download the dictionary corresponding to your desired language from the OpenOffice.org extensions site.
- Change the file extension of the downloaded file from .oxt to .zip and extract the files with your archive utility of choice.
- Open TeXworks and select Settings and Resources from the Help menu. A dialog window will open with a link to the TeXworks resources folder.
- Click the link to open the resources folder. If there is no dictionaries subfolder there yet, then create it now. Open the (possibly newly created) dictionaries subfolder.
- Copy the .dic and .aff files from the downloaded .zip file to the dictionaries subfolder.
- Close and reopen TeXworks. The dictionaries should be listed under the Spelling item in the Edit menu.
"There is no spell checker visible" means:
- Edit, Spelling presents only "None"
- Edit, Preferences, Editor, Spell-check Language list presents only "None"

I followed and verified the steps as given. I did hope to find some useful suggestion here, but so far, all you have done is to quibble with my posts. I make my living as a software developer, and have, for many years. I understand fully the need to follow instructions.
If you are unable to offer any suggestion as to a possible sure for the issue, then I think it best we do not continue.
